In the beginning...
Amanda Brookes and Simon Pierce met when they were fifteen. They had both discovered they had powers that no other human had (or so they thought). It bonded them, and as they grew up, they began to discover they weren't the only ones. Together they did research and found out there were others like them. Others with unique powers. But taming those powers was becoming a problem.
As they delved deeper into their research and became closer romantically as well as personally, they found that there were schools and programs in other countries that helped people like them in controlling their powers.
And so after some careful planning that took a few years and lots of meetings with the Canadian government, Amanda and Simon began to create a school for teenagers learning to control their individual powers. A place of learning to allow those some might call 'mutants' or 'weird' or 'dangerous' a safe, non-judgemental environment.
But soon the bond they had formed began to break as Amanda and Simon grew older, and their ideas for the schools differed. Simon believed that every person they could find with unique abilities should be forced to attend the school so they could learn to harness them, while Amanda thought they should have a choice. Both Amanda and Simon wanted their students to learn to harness their powers and use them to help people, or at least to learn to keep them under control and to keep them a secret. But things began to spiral downhill.
Their different ideas, coupled with their failing romantic relationship, finally came to a terribly rough end for the two, and they instead built schools in the town they grew up. Amanda became Headmistress Brookes of Veritas Academy, a more relaxed private school, while Simon became Headmaster Pierce of Spiritus Academy, a stricter private school.

To the outside world, Veritas Academy and Spiritus Academy are two invite-only private schools that lie on the edge of Cranbrook, British Columbia in Western Canada. To most, they look like two regular private high schools. But to their students, they are power school. Their students take regular classes following a similar curriculum most other high school students in British Columbia follow, with one major difference: their special abilities classes.
Some students seek out the schools by finding the hidden messages on the web; messages that if you put the clues together, only someone with these special powers would be able to figure out. Some students are invited to the schools by scouts who seek them out in order to help them. Finding students with powers is not the most difficult task, especially when a student cannot control their abilities and strange stories begin to appear on the internet and in newspapers.

Your characters now attend either Veritas Academy or Spiritus Academy. They could be in their first year (grade nine) or their second, third, or even their final year (grade 12). They will attend regular high school classes and particpate in regular teenager activities, but with one major difference: They are learning to harness and control their unique abilities.
Sometimes they will be sent on small missions to practise using their abilities. Since the schools are funded by the government (through a super-secret funding account), these missions are mandatory while they are in school, and can range from finding and stopping teen pyros to taking down international prostitution rings. In the meantime, let the high school drama ensue, with the added twist of the students having interesting and sometimes uncontrollable powers.
